From July 2018, the replacement of meters will be free
Utility bills - a topic that worries all Russians. Therefore, any changes in the current legislation and pricing principles are of interest and heated discussion. Not so long ago it was reported that from July 2018, the replacement of electricity meters will be made free of charge. Is it so, who has the right to install without payment, and consider other relevant issues on this topic in detail.
Replacement of electricity meters in 2018
In every modern apartment a lot of electrical appliances work every day. Accordingly, the accounts are quite impressive. Many prefer to use equipment of class "A". Although it costs more, it belongs to the category of electrosaving, with an economical consumption of electricity. But a lot of those who use obsolete refrigerators and televisions, electric heaters and other electrical equipment.
One way to reduce bills and set a fair payment for consumed electricity is to use a three-tariff meter. The principles of accounting and tariffing in the Russian Federation suggest that during the day people have to pay at different rates:
- the most expensive “peak”: in the morning and in the evening from 7 to 10 and from 17 to 21 hours;
- the average "semi-peak": in the daytime from 10 to 17 hours;
- minimum "night": from 21 to 7 o'clock in the morning.
But the usual one-rate metering devices do not provide such an opportunity, as a result there is an overpayment and the calculation is carried out at the most expensive rate.
It was decided to change this system and introduce “smart devices” at the state level. The draft law on the development of smart electricity metering systems was submitted to the State Duma for discussion and adopted in first reading in 2017.
New rules for the installation and maintenance of electricity meters
In 2018, Russia planned a large-scale change in the field of electricity: the replacement of electricity meters. The maximum lifespan of metering devices in this industry is 16 years.
The last mass replacement in the Russian Federation took place in 2001, so most of the meters obviously need to be updated due to the end of the allowed service life.Therefore, the time chosen is suitable, from July 2018, all those who routinely will be forced to acquire new devices will be able to do this by the new rules. They are entitled to a free replacement of the electric meter, and they plan to install a new generation of three-phase meters. And they will be able to integrate into the smart metering system. That is how the global implementation of the intellectual system will begin. And all new buildings are initially equipped with three-tariff meters.
The smart metering system is a modern way to control and record electricity consumption. She will allow:
- pay bills at peak rates;
- eliminate attempts to “add” debts to defaulters in the payment;
- conduct high-quality and ongoing monitoring of costs.
That is, everyone will pay exactly as much as spent. And save - due to the difference in tariffing.
Each innovation raises a lot of questions. At the moment, everyone can install a “smart device”, but at their own expense. On average, the difference in price (compared to single-phase) is relatively small, it is an average of 3,000-5,000 rubles (figures may differ in different regions).But over the years of operation (three-phase - a maximum of 10 years), it will be covered by saving on the difference in tariffs.
Free installation of new ones will start from July 2018, but only to those who need to be replaced due to the end of life of the old ones. At the same time, at the legislative level, it is planned to introduce a ban on the inclusion in the calculations with the population of their value. That is, power supply companies will install three-tariff meters with their own funds, and in the future they will not be able to “transfer” payment to consumers.
